[6383] Enterprise Directory Service IRRT Principal Technician

Duties & Role
• The contractor will support the operation, administration, maintenance and development of the DirX Product Family and NEDS environment, including:
• Monitor, operate and administer the DirX Product Family, including DirX Directory and DirX Identity.
• Establish, administer and maintain DirX Directory Synchronization tool parameters and repository tool parameters.
• Develop and implement operating procedures in accordance with the Purchaser's guidance.
• Respond to user enquiries and provide Level 2 and Level 3 technical support through NCI Agency ticketing systems, including ITSM.
• Troubleshoot and diagnose software issues reported by users.
• Manage, provision and implement alternative or superseding software where the original software is no longer available or supported.
• Conduct regular maintenance activities, including performance monitoring and optimisation, to support Continual Service Improvement.
• Provide on-the-job training and documentation to the Level 1 support team covering software usage and best practices.
• Perform data backups and disaster recovery procedures in accordance with the Administrator Manual.
• Collaborate with internal and external stakeholders to coordinate activities and ensure the effective delivery of software support and development.
• Ensure compliance with software licensing agreements and applicable security protocols.
• Support the connection of future affiliates to NEDS, either as Master Data Sources or Consumers of data, by performing the required NEDS configuration and customisation.
• Execute Incident Management, Change Management and Release Management processes in accordance with NCI Agency procedures.
• Implement small increments and enhancements to the existing NEDS application as requested by the NEDS Service Delivery Manager to address specific requirements or improve functionality.
• Configure DirX to connect additional HR sources as Authoritative Data Sources.
• Develop additional connectors to facilitate integration with other systems using standard DirX technologies.
• Participate in a rotation-based on-call system alongside the Purchaser's staff. On-call activities are delivery-based and form part of the monthly sprint cycle.
• Participate in the on-call rotation as defined during sprint planning, covering critical issues outside normal working hours for a maximum of 2 weeks per month.
• Respond to urgent incidents and requests during designated on-call periods.
• Resolve high-priority incidents to minimise downtime and ensure timely resolution.
• Document all on-call activities, including actions taken to resolve incidents.
• Following each on-call day, provide a daily status report on the Purchaser-provided SharePoint page, including whether an issue occurred and a summary of the issue and resolution.
• Submit daily on-call reports no later than 08:30 the following day.
• Provide a summary of issues handled and resolutions delivered during the on-call period at the end of each sprint.

Requirements
• Currently active NATO COSMIC TOP SECRET security clearance.
• Proficiency in the design, integration and implementation of directory systems based on DirX COTS.
• Familiarity with ACP133, LDAP and ITU-T X.500 standards.
• Demonstrable expertise with X.500/LDAP directories and directory synchronisation products.
• Minimum 2 years' experience in Identity Management.
• Completion of DirX Identity 1, DirX Identity 2 and DirX Directory courses or certifications demonstrating comprehensive knowledge of the platform's functionality and maintenance requirements.
• Proficiency in TCL (Tool Command Language), with demonstrable experience in scripting and automation tasks, particularly within DirX environments.
• Familiarity with Active Directory, including user account management, permissions and access control.
• Proficiency in SQL for database management and querying.
• Experience with .NET or Java development for software customisation and enhancements.
• Familiarity with PowerShell scripting for automation and system administration.
• Experience administering Linux Red Hat operating systems.
• Knowledge of PKI (Public Key Infrastructure) and experience managing digital certificates.
• Experience providing technical support and maintenance for similar software systems based on DirX COTS.
• Experience developing new functionality for similar DirX COTS-based systems, including Java and TCL development.
• Excellent spoken and written English communication and presentation skills, demonstrated through recent experience within the past 5 years.
• Excellent communication skills with the ability to effectively interact with users, team members and stakeholders.
• Ability and self-motivation to work independently while also contributing effectively as part of a team.
• Strong problem-solving skills and a proactive approach to resolving technical issues.
• Ability to work independently with minimal supervision.
• Good communication skills and a collaborative, team-oriented approach.
• Knowledge of NATO responsibilities and organisation.

Other Details
• The work will be performed mainly onsite. Some sprints may be conducted offsite at other NATO locations.
• Due to the nature and classification of the work, remote working from offsite locations is not permitted. Any incidental requests for remote or offsite work will be reviewed on a case-by-case basis.
• The contractor will participate in the on-call rotation alongside the Purchaser's staff, with on-call responsibilities incorporated into the monthly sprint cycle.
